Canada recorded 45,366 new zero-emission vehicle registrations in Q3 2025, accounting for 9.4 per cent of all new vehicle registrations in the quarter, according to the latest report from Statistics Canada.

The share marks a “slight” percentage increase from the previous quarter, when ZEVs represented 8.6 per cent of new registrations.

Of the total, 26,792 units were battery-electric vehicles (BEVs), while 18,574 were plug-in hybrid electric vehicles (PHEVs). BEVs accounted for 59.1 per cent of all new ZEV registrations in Q3 2025.

Despite the modest quarter-over-quarter increase in market share, overall growth in new registrations by fuel type remained low for ZEVs. Battery-electric vehicle registrations experienced the steepest decline in the third quarter, falling 52.3 per cent, followed by a 5.2 per cent decrease in plug-in hybrid registrations.

(Note: StatsCan classifies BEVs and PHEVs as “zero-emission vehicles.” This grouping does not reflect Electric Autonomy’s policy, which considers only non-combustion engine vehicles as zero-emission. However, where statistics refer to ZEVs, we have adhered to StatsCan’s definition for consistency.)

Total vehicle registrations decreased by 10.6 per cent from Q2 2025, with a total of 484,415 new motor vehicles registered in Canada this quarter.

Year-over-year decline

Compared to the third quarter of 2024, when ZEVs accounted for 15.7 per cent of all new vehicle registrations, new ZEV registrations fell 40.1 per cent year over year in Q3 2025.

The results “reflect a considerable decline,” the report states, noting that the trend is consistent with decreases observed earlier in the year.

New ZEV registrations declined year-over-year across most provinces, including Quebec (-45.7%), New Brunswick (-39.9%), Prince Edward Island (-36.9%), British Columbia (-35.6%), Ontario (-33.7%), Manitoba (-22.1%), Saskatchewan (-21.5%) and Nova Scotia (-16.2%).

Despite the downturn, Quebec continued to lead the country in total ZEV registrations, with 22,225 units registered. Ontario followed with 10,567 registrations, while British Columbia ranked third with 8,256 units.
