The Clean Mobility Pilot provides transit passes, electric car-sharing and EV education to low-income Indigenous urban-area tenants

A new pilot program in Vancouver is bringing equitable access to personal zero-emission transportation and free public transit passes to lower-income residents.
The Clean Mobility Pilot is a collaboration between the BC Indigenous Housing Society, Aboriginal Housing Management Association, Kambo Energy Group and Create Climate Equity, focusing on the residents of 1315 and 1395 Davie Street in Vancouver.
Natural Resources Canada added $500,000 to the project.
“Clean mobility isn’t just about technology — it’s about people,” said Zoë Royer, member of parliament for Port Moody-Coquitlam, in a press release.
“Through this pilot, we’re helping families connect to sustainable transportation options that are affordable, accessible, and community driven. It’s a model for how we can build a cleaner and fairer future together.”
The pilot is the result of community-led engagement results from 2024 that identified priority areas for equitable transportation.
“For many of the tenants we serve, access to affordable and reliable transportation is directly connected to health, wellbeing, and opportunity,” said Brenda Knights, CEO of the BC Indigenous Housing Society.
“This project is about removing barriers, building practical solutions with community, and ensuring that the shift to clean mobility includes everyone.”
Fifty residents of the Davie St buildings have received free transit passes, resulting in nearly 3,500 trips via city bus, SeaBus and the SkyTrain since December 2025.
The on-site electric vehicle from Modo, a car-share service, has nine drivers registered to it and, in March, an EV charger was installed in one of the building lots.
Finally, there are information booths and workshops being offered to increase education about EV operation and ownership as well as other forms of zero-emission transportation.
“This project reflects CCE’s dedication to applied research and support for equitable and just energy efficiency programming,” said Yasmin Abraham, director with Create Climate Equity and president and co-founder of Kambo Energy Group, in a press statement.
“We’re also drawing on Kambo’s 16 years of experience designing and delivering co-created community programs that help households and communities use energy more efficiently, equitably, and affordably. Thanks to our project partners and generous support from Natural Resources Canada, we’re taking important steps toward clean, inclusive mobility for all.”
